The safety of LCCC's students, faculty, and staff is of paramount importance and the law
enforcement protocol set forth in this document is designed to foster a safe, secure, and healthy
campus environment.
LCCC recognizes that law enforcement agencies may arrive on campus (with or without notice). In
response to these law enforcement visits or requests, LCCC shall adhere to the following
protocols:
LCCC will comply with all Federal, State, and Local laws in cooperation with Federal, State,
and Local law enforcement agencies who conduct actions on the LCCC campus or at a
LCCC campus center.
LCCC will protect those rights of faculty, staff, and students which are guaranteed under
the United States Constitution and the Constitution of the Commonwealth of
Pennsylvania. LCCC does not voluntarily provide information about faculty, staff, and
students to third parties, including government agencies, unless it is legally required to do
so.
LCCC will protect the privacy rights of students by complying with the Family Educational
Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act
(HIPPA).
LCCC faculty and staff are must not interfere with or impede law enforcement officers,
however all requests for information or documents must be handled through the College
attorney. If LCCC faculty and/or staff are requested to provide information or
documentation, staff should notify their direct supervisor, contact the President's office
and contact the College attorney.
LCCC directs that if law enforcement agency has a warrant or subpoena to conduct
activities on college property, they will notify the college's Director of Public Safety and
Security who will immediately contact the college attorney who, in turn, will manage all
communications between the law enforcement agency and the college. It will be the
responsibility of the college attorney to verify the identity of the law enforcement agency
and the legal validity of the warrant or subpoena. To contact the college attorney, call
